The NRP panel meant to summarize and lay down a scientific record of reading research. The influential report specified five factors that predict later reading success or had significant results in quantified research at improving reading results.
The report only used a small slice of available scientific research. A close reading of the footnotes and drafts reveal the authors noted important research around writing and motivation had to be left out.
The report suggested focusing on five key areas of reading
This theoretical model published in 2002 by the Rand Reading Study Group created a heuristic for reading comprehension that placed understanding at the center of differences in the reader, the task, and the text. These three always occur in a larger historical context.
decoding, background knowledge, vocabulary size, strategy use
purpose of reading, the processes used, consequences of reading
unfamiliar content, poorly organized, different genres
